A new deal would have kept the Belgian striker at Inter, angering Blues fans and leading to his omission from last week's 2-2 defeat with Liverpool.
Lukaku was recently told not to conduct the interview and was stunned by the 'brutal' reaction.
He apologized profusely in a sit-down interview with the club's media channel.
Lukaku remarked to the camera: "I apologize to my fans for my actions.
"You know I've been a fan of this team since I was a teenager, so I understand your frustration.
"It's now up to me to earn back your faith by working hard every day on the training field and trying to win games.
"I apologize to the manager, my teammates, and the board because it was inappropriate.
"I want to progress and win football games.
"I fully get it.
"True, I should've been more specific in my message.
"The interview was to say goodbye to Inter fans, not to disparage Chelsea fans, the club, the owner, my teammates, or the management.
"They worked hard to get me back here, and I wanted to return.
"I understand the fans' frustrations, but it's now up to me to show my full devotion, which I will do every game.

"They can't doubt [my devotion]. I signed a five-year contract because I wanted to succeed here.
"I think Chelsea is a success club.
"Everyone who comes here wants to win, and I am particularly fond of this club.
"I want to win many years with this club. I want to be committed every day."
In the initial interview, Lukaku expressed interest in joining Bayern Munich or Real Madrid.
But he explained that he didn't mean that.
