The Switzerland international, who is set to represent his country at Euro 2016 this summer, is expected to undergo a medical this weekend, as reported by BBC Sport.
Xhaka has been strongly linked with Arsenal over the past couple of months and the club will be keen to conclude the high-profile deal as quickly as possible.
If the move does go ahead then Xhaka would provide Arsenal with an additional option in midfield, with the 23-year-old capable of playing in a deep-lying position, or, alternatively, slightly further forwards.
It will be intriguing to see how Xhaka fits into the Arsenal side, and what his arrival means for the likes of Aaron Ramsey and Jack Wilshere, as the competition for places in midfield intensifies.
Although they finished second in the Premier League this season, Arsenal were hugely frustrated at not being able to stage a genuine title challenge, and the club will surely make further signings as they seek to strengthen ahead of next campaign.
