The Daily Express claim Real Madrid and Paris St-Germain - who are interested in the 25-year-old - feel the Blues' valuation is too high.
Hazard has struggled this campaign, scoring just two goals after being named the PFA Player of the Year for his performances last season.
Chelsea have told Europe's top agents to drum up interest in the Belgium international but the £80m valuation is proving to be a stumbling block.

OVERHAUL: Incoming boss Antonio Conte is prepared to sell Hazard
With Hazard's poor form this year, Real and PSG believe his value should be at least £20m lower.
Incoming Chelsea boss Antonio Conte could be tempted to sell the midfielder and use the funds to buy other targets such as Juventus superstar Paul Pogba.
The Frenchman's team-mate, Leonardo Bonucci, is also a target for the current Italy manager who is ready to overhaul the Blues after a lacklustre season.

DISAPPOINTING: Hazard has scored just two goals this season for the Blues
Hazard has himself stated that a move to PSG could be hard to turn down as he considers a Stamford Bridge exit.

Chelsea suffered yet another Premier League defeat yesterday losing 1-0 to Swansea.
The Blues now sit in 10th place with little to play for in their remaining six matches.
