The list is compiled by a group of journalists from European nations, with each journalist selecting their top five players, with the first placed player receiving five points, the second four points and so on.
Bale doubled Van Persie's tally, scoring 48 to the Dutchman's 24, but their totals were only good for seventh and 10th on the list.
Borussia Dortmund's Robert Lewandowski just missed out on the top three, his 80 points good for fourth place.
Ribery was one of four players from Champions League winners Bayern Munich, with his team-mates Arjen Robben, Thomas Mueller and Bastian Schweinsteiger all making the top ten.
Polish hitman Robert Lewandowski and Swedish striker Zlatan Ibrahimovich were the other names on the list.
The award is presented on August 29 at the Champions League group-stage draw in Monaco following a live vote by the journalists' panel.
Messi won the inaugural award two seasons ago and his Barcelona teammate Andres Iniesta won last year.
